A little tricky to implement -- it's not like the vatu forms, separated by halanta, so 'blwf' won't work for this.  But the vowel signs are attached to consonants in 'abvs'... so it had to be an 'abvs' lookup before the vowels are attached.

Fix in SVN.

In FreeSerif, U+0CF1 KANNADA SIGN JIHVAMULIYA and U+0CF2 KANNADA SIGN UPADHMANIYA should cause stacking, as described in The Unicode Standard ch. 12 p. 498.
