Wget already has an option --retry-connrefused to retry if a connection is refused. When a network is not working properly, name resolution may fail as well, so I think that wget should be able to retry in such situations.

Furthermore, I think that wget should have an option to retry for every error except 4xx errors (and possibly some local errors, like being unable to create an output file).
