Somewhere along the way this has been fixed.  The behavior between toolkits is the same for me.  This was tested with development tip 8785b3717140.

fltk and qt do no behave the same way when the grid
options in the Figure are used. If grid minor was set
then fltk just in effect does a grid minor off.
qt just ignores the minor grid lines (if on the stay on
when grid off is used).
