When in the middle of a word, pressing Ctrl+Left (or some other keystroke that is bound to PrevWord), nano jumps to the beginning of the preceding word.  Pico (and vim and Emacs and readline) will instead jump to the beginning of the current word.  Nano should behave the same way.
