Executing ./configure --with-platform=none && make does not cause grub-install to be built.
There is little reason not to allow it: grub-install supports the same set of target boot platforms regardless of the build environment (firmware variables aside).
The only one-liner fix seems to be removing "enable = noemu;" line from Makefile.util.def. Arguably it makes some sense, but it may not be the most desirable either.
