Since no one commented on the patch, I've pushed it. See cset 6dfce51a7b40

I have a patch for this, but it ignores the toogle option of the test command. I don't really make sense of it, it seems like a command to disable some installations from accessing some installed toolboxes.

My patch simply ignores that option, so that as long as a package is installed and loaded, it returns true. Should I push it?

Ah! I was trying to do this but using "pkg describe -verbose" which does not return the license field.

I guess we could but the fact that no one has found this after so many years would suggest me that it's one of the least important things. On the other hand, a small simple issie for Sunday evening.

We could have this function iterate over the results of pkg("list") instead. The returned struct array contains the names and licenses of each installed package. Name -> "feature" I guess? Just an idea.

I'm not sure what to make of this function as licensing is not really an issue in Octave.

But the functionclaims that it should list the available packages but does not. It seems that it was designed for older times and checking the license for the whole Octave Forge rather than individual packages.
