Type or paste «whoops» into an empty buffer, guillemets included (use a UTF-8 locale). Then put the cursor on the last guillemet and type:

M-R » Enter " Enter Y

And see how the right-pointing guillemet has turned into a left-pointing one plus a double quote. Now put the cursor on the first guillemet and type:

M-R « Enter " Enter Y

Notice how you are not asked twice whether to replace the «, so the second « really was a figment. See how both guillemets now have changed into the misencoding marker �, and the w into a double quote.
