I cannot reproduce this with the present svn version in ubuntu 16.04. I guess it was fixed. Closing.
Feel free to reopen if it is still valid (and provide some more information please).

I experience this bug at least partially. The menus "Edit -> Copy to" and "Edit -> Cut to" are always all gray. Therefore I have no way to copy to verbatim for example.

I use TeXmacs almost each day with "default look and feel", and I don't experience this bug. I have nevertheless some bugs, as I said here: https://savannah.gnu.org/bugs/?40495

In a new installation, the "look and feel" is set to "default". (At least under Ubuntu) kbd-pre-rewrite then fails to replace keyboard wildcards (e.g. "std") with the actual key, resulting in no shortcuts available.
