I added a new man page for octave-cli in this changeset (http://hg.savannah.gnu.org/hgweb/octave/rev/8d7e45ea11fa).  You can grab the latest code from Mercurial or wait for us to make a 3.8.1 release.  It's probably fine to keep the temporary solution you have now for Debian.

The Debian Policy requires that every command installed in /usr/bin has an associated man page.  This is not the case for octave-cli.  The minimal solution that is currently implemented in the Debian package for Octave is to mention octave-cli in the man page for Octave (through the patch attached below) and to create a symlink octave-cli.1 pointing to octave.1.

You might consider doing a similar change in the upstream sources.
