The reason for this issue is the global menu bar of unity where the menu's shortcuts of qt-applications are apparently always shown in the system's language regardless the language that is configured in the application. Removing appmenu-qt from the system shows correctly translated shortcuts in the main menu bar which now resides in the main window and not in the global menu bar.

But when I remove appmenu-qt from my system octave crashes directly after a startup whereas other applications (like texstudio) perform as expected. I will file a new bug report for this.

Even for languages supported by the qt distribution the shortcuts of some menu entries are not translated (e.g. for German, French and Spanish only the shortcuts in the editor, for Portuguese no shortcuts are translated).
