Having just built Screen on AIX, I can say that this bug is no longer an issue and may be closed.

On AIX 6100-07-04-1216 make fails in misc.c

Modified to obtain a clean compile, as shown by diff

# diff ../misc.c misc.c
< xsetenv(var, value)

> setenv(var, value)

< setenv(var, value, 1);

> setenv(var, value);

# ./screen -v
Screen version 4.00.03 (FAU) 23-Oct-06

(Note: upload size limit is set to 16384 kB, after insertion of the required escape characters.)
