It is fairly hard, as $DIR can be a LUKS encrypted LVM on RAID.

Instead of looking at all filesystem --io should take a single filesystem. Only if this i/o is less than 100% the command will run.

Multiple --io should be allowed so a 'cp' between two filesystems can be niced:

niceload --io $SRCDIR --io $DSTDIR cp -a $SRCDIR $DSTDIR
