Very much "expected behaviour" - it is documented in /help alias (as of v0.3.8 if not earlier).

Variables such as $nick are expanded when using user-defined aliases, for example:

/alias wc /msg #weechat

/msg #weechat hello $nick
 -> <Deltafire> hello $nick

/wc hello $nick
 -> <Deltafire> hello Deltafire

Hard to say if this is a bug, but it was certainly not expected behaviour.
