Building on Windows platforms has changed so significantly that this report is out of date. Try the 3.6.4 packaged version of Octave or the MXE build.

When building a standalone app, value returned by "path" is ".", instead of the full Octave path when the same command is run in the Octave interpreter console. The gcc-MinGW is version 4.4.0, running on a Win7 64-bit machine. For full details, see the thread at https://mailman.cae.wisc.edu/pipermail/help-octave/2011-May/045726.html.
