Hi Oliver; in the make code, the "***" prefix happens when make finds an error that it deems to be fatal (that is, that causes make to stop and not continue processing more targets).  When this message is printed, make is specifically deciding not to stop here for some reason so no "***" is shown.

Although I don't fully understand the policy for the '***' prefix of certain error messages it seems to me that the message "Target `%s' not remade because of errors." should be one of those with the prefix.
