for bin_SCRIPTS makefile.am incorrectly uses
$(EXEEXT) extension instead of $(SCRIPTS_EXE_SUFFIX)

on cygwin

EXEEXT=.exe
SCRIPTS_EXE_SUFFIX=''

so installation for scripts fails.
