This works fine. Now when I register .sav files with psppire and try to open some with non-ascii on its name, everything works fine.

I think this patch will fix the first of those problems.  Can you please test it.

On Windows, if I open a file inside the GUI, it works. But if I try to open it using "psppire foo.sav" it doesn't works.

And if I try to save a file with non-ascii using the GUI, it saves, but those chars becomes strange symbols.
