I implemented some basic image scaling and improved other parts of the Windows image handling code. What still doesn't work for me are the higher level image drawing methods on Windows. Without a proper debugger it is hard to tell what goes wrong here.

Image resizing does not function on windows.   Any icons or images which are displayed are shown full size instead of being scaled properly.
