Would it be acceptable to add a cli option delete based on a timestamp before the wget download starts and the timestamp of the file during the download process. If the start of date timestamp is newer than the file timestamp, that means the file has been downloaded during this instance of wget and so the file should be allowed to be deleted. If the SOD timestamp is older than the file timestamp, the file existed before the start of wget so the file should not be allowed to be deleted.

Wget shouldn't delete rejected files that were not downloaded, but
just found on disk because of `-nc'. For example, `wget -r -nc -A.gif URL' should allow the user to get all the GIFs without removing any of the existing HTML files.
